The minimum that actually blocks most launches is not the formula
All of the producers you approach for bespoke formulas will Quote You A Minimum Volume, which normally forms your reference point. Generally the latter is not appropriate, for the reason that at minimum three distinct factors apply as minimum manufacturing quantities to each of private label haircare goods; and the latter two are not necessarily within the remit of the suppliers of your business as you already contacted them or have approached only selected numbers.
The Binding Rule Protocol
Binding quantity is derived from whichever of your 3 is largest and failure in knowing which quantity it applies usually results expensive for 2 reasons. Why ISO 22716 is the standard worth asking about
What is behind the use of good manufacturing practice in most of world? That issue has been resolved for a while. Compliance to BS/2022 in the USA and EU, and similar Good Manufacturing Practices is mandated by the EU and its FDA for cosmetic products. They even use an identical format. As such, following the European standard in the USA means the client “can” claim and adhere to that US guideline document. This standard means a manufacturer is complying with “both” regulations if they are “in conformance” with that standard.
For every manufactured batch you receive there is: production documentation; records pertaining to the inspection results, retained reference samples and proof of release of the finished product and batch. Private label means a formula has been developed that packaging can then be done, this can have minimum changes to fragrance and colour and pack size to this developed formula. Custom formula development is designing and developing the actual formula for your briefs – there are very few differences but this does have a minimum quantity and timescale as the formula development element would add to both.
We develop with standard sulfate systems, and also in sulfate-free systems which tend to center on amphoteric or glucoside surfactants. This is more of a classification question than a formulation question as we regard any anti-dandruff shampoo in the U.S. as also a drug, as well as cosmetic, and this intention can be defined by claim language alone. Our flake control technology is zinc PCA, niacinamide, panthenol and we brand ourselves as a cosmetics Scalp balance ingredient. However, for a functional anti-dandruff claim, this requires a different approach to development given monograph guidelines and labeling and registration obligations should be thoroughly understood upfront.

Under the Modernization of Cosmetics Regulation Act, the responsible party is the manufacturer, packager, or distributor whose name appears on the product label; typically, in a private label program, this means your brand, not the contract manufacturer. This party registers every product, refreshes FDA listing each year, has available product safety substantiation evidence and files reports within 15 business days in case of serious adverse event reporting.
