Mineral Sunscreen Manufacturing

Mineral sunscreen manufacturing is the contract production of sun care products whose UV filters are zinc oxide and titanium dioxide rather than organic filters. We formulate, test, fill and document those products for private label and own-brand programmes, working from your target market and claim set backwards to a releasable specification.

Our contract manufacturing covers mineral and chemical sunscreens, but this page is about the mineral spf side: what zinc oxide and titanium dioxide can and cannot do, and what each decision costs you.

Quotes returned within two working days

Formula and texture samples in 3–7 working days

Production in 10–15 working days after formula approval and packaging confirmation

10,000 units per SKU as the standard starting quantity

Every supplier is asked for those four numbers and almost none publishes them, so you can disqualify us in thirty seconds rather than six weeks. What turns them into a real quotation is The Quotable Brief — six decisions that, once fixed, determine every other number on this page.

Mineral Sunscreen Formulation Capabilities

Advanced engineering across pure-mineral and hybrid systems. We solve the constraint between sensory quality and filter load for global compliance.

01. The Foundation

Our mineral work is built on zinc oxide and titanium dioxide, in pure-mineral and hybrid filter systems, across emulsion, anhydrous and stick formats. formulation never turns on which filter to use. It turns on how much filter a given texture can carry before the spf product stops being one a consumer will reapply, whether that product is a sunscreen Jelulesj, a stick or a tinted base.

02. The Constraint

That constraint is the whole discipline, because filter load and sensory quality move against each other. Published panel work on zinc oxide systems found loadings of 20% to 30% scored unacceptable white cast, and separate laboratory work reported that raising filter mass percent lifts measured whiteness and ultraviolet absorbance together. You cannot buy sun protection factor without paying for it somewhere.

03. The Validation

Which is why in-house in-vitro screening matters more here than in any other cosmetic category. We iterate against instrumental readings in-house and commit to in-vivo determination at accredited third-party laboratories only once texture and filter split are settled. For an emulsion the in-vitro route is available under ISO 23675:2024; for a stick it is not, and that changes the budget.

Formats and equipment on the floor

Emulsions and gels run on vacuum emulsifying vessels into automatic liquid filling lines inside a class-100,000 filling workshop, fed by two-stage reverse-osmosis water treatment. Sticks, balms and anhydrous bases run as separate hot-fill work. Alongside those sit a retained-sample room and quality-control instrumentation including heavy-metal testing.

Site history runs to cosmetic manufacturing since 1999 across 56 production lines, with more than 5,000 formula platforms on file and an international business team since 2020. sunscreen output reaches 200,000 units per day across every sunscreen format the site runs.

  • Sunscreen lotion and cream, oil-in-water and water-in-oil, broad-spectrum
  • Gels and fluid serums carrying an SPF claim
  • Sticks and balms, anhydrous
  • Tinted sunscreen bases and tone-up creams
  • Sprays and mists, non-aerosol
  • Kids and sensitive-skin variants on a pure-mineral base
  • reef-safe positioned formulas, with the claim scoped to the destination market

Already know the format and the market? Estimate your first order and timeline before you send anything – it returns the order structure and a dated timeline, so the quote you ask for arrives against numbers you have already sanity-checked. No contact details required.

Four Development Platforms for Private Label Mineral Sunscreen

Every enquiry lands on one of four routes, from a turnkey base through to custom formulation, and they differ in what you own, how long the first run takes and how much of the testing bill is yours. Brands seeking a fast launch and brands seeking exclusivity should not pick the same route, so pick the route before the texture.

NEXO Beauty Labs mineral sunscreen filling line for ready formula production

Ready formula, your brand

An existing mineral base from the platform library, filled and labelled to your artwork. Sold elsewhere as white label sunscreen, or for a zinc-anchored base as white label mineral sunscreen.

Fastest to first shipment of any turnkey route, because the formula is already stable and already tested. Our base stays ours: you are buying speed and a known result, not exclusivity.

Best For

Best for a first sun care SKU, a line extension, or a market test where the calendar matters more than the formula.

NEXO Beauty Labs mineral sunscreen formula adaptation and zinc oxide dispersion

Adapted formula

A platform base modified for your claim set, scent, tint or filter split. Stability and compatibility work restarts on the modified version, so the sampling loop is longer than a ready formula.

Ownership of the modifications is set in the agreement before development starts, not after.

Best For

Best for a brand with a defined sensory or claim position that no stock base quite reaches.

NEXO Beauty Labs custom mineral sunscreen formulation lab

Custom formula

Developed from your brief against a target sun protection factor, filter policy, texture and cost envelope. This is what buyers usually mean by OEM sunscreen, and it suits a clean mineral sunscreen positioning where the filter list is part of the story.

Longest route for a custom sunscreen, because in-vivo SPF testing sits on the critical path. Ownership is negotiated in writing at the outset. Paying a development fee does not transfer it, here or anywhere; that is a contract term, not a courtesy.

Best For

Best for a brand whose sun care is a hero product rather than a range filler.

NEXO Beauty Labs skincare infused private label mineral sunscreen line

Skincare-infused sun care

Mineral protection carried in a treatment base — a moisturiser, a tone-up cream or a serum with SPF. Each is a skincare product first and a sun care product second, and shares the development discipline of our private label skincare manufacturing work for other skincare products.

Classification changes with the claim. A treatment product that also protects is regulated differently from a sunscreen in several markets.

Best For

Best for a skincare brand extending into sun care without repositioning as a sun care brand.

Formulation Insights

Texture and Finish Options

The objection we hear first is that mineral formulas are chalky and heavy. Half of that is fair and half of it is a solved problem, and the honest answer separates the two.

White cast is not a property of zinc oxide. Practitioners presenting at the Florida Chapter Society of cosmetic Chemists sunscreen Symposium attribute it to particle aggregates: the larger the agglomerate, the worse both the appearance and the ultraviolet absorption. It is a dispersion and film-formation which means that it is a process problem, which means that it is ours to control and not yours to accept.

What is not solved is the arithmetic. Higher labelled sun protection factor needs more solid filter, and more solid filter is harder to invisible. Here’s how much each coating costs you in that currency.

NEXO Beauty Labs mineral sunscreen texture and cream finish product samples
“The texture a brand signs off is a specification, not an impression. That is why the approved samples are stored in the retained sample room and serve as the reference against which the batch is assessed— a brand that approved a finish is entitled to that finish nine months later.”

Select Finish

Explore formulation capabilities

Invisible, untinted

Engineered for daily facial sun care requiring a broad shade range.

How it is achieved

Fine-grade coated zinc oxide, high-shear dispersion, film-former balanced against solids

What it costs

Upper sun protection factor is capped lower than a tinted route holding a comparable sensory target

Matte

Formulated specifically for oily and combination skin in humid markets.

How it is achieved

Absorbent powders and sebum-control actives carried over the filter phase

What it costs

Added powder load raises the risk of a dry drag-down on dehydrated skin

Dewy, water-light

Perfect for skincare-adjacent positioning and layering seamlessly under makeup.

How it is achieved

Lower internal phase viscosity, humectant-forward base, lighter emollient system

What it costs

Water resistance is harder to hold; the claim needs its own test rather than an assumption

Tinted

Ideal for higher filter loads and labeled SPF factors without visible cast.

How it is achieved

Iron oxide pigments correcting the residual cast optically instead of chemically, which is also the route brands ask for when they want a blue light story

What it costs

Shade range multiplies stock keeping units, and each shade carries its own component minimum

Quality System, Compliance and Batch Documents

What happens to every batch
Testing programme
Shipping & Auditing

What happens to every batch

  • Incoming filter and raw material control against the approved specification, under the site’s ISO 22716 system.
  • Bulk checks on assay, pH, viscosity and appearance before filling begins.
  • Sensory evaluation of the bulk against the retained approved sample, which for a mineral formula is where cast and texture drift is caught.
  • Fill weight sampling through the run.
  • Finished-goods check and batch Certificate of Analysis issued before shipment.

Testing programme

In-vitro screening runs in-house so a formula can be iterated quickly; in-vivo sun protection factor and ultraviolet A protection studies run at accredited third-party laboratories, because a claim you will always maintain against a retailer does not also extend to the maker of that goods the defence provided for. Their programmes cover SPF UV A testing, determination of effectiveness and stability, compatibility of packaging material testing, sensory evaluation and human efficacy testing support.

On stability, a word about a claim you will see elsewhere. The international guidance document on cosmetic stability testing does not specify conditions, parameters or criteria at all; it states that it Left to the manufacturer to set out, and justify its own protocol. No-one can be validated to it, so all The quoted shelf-life figure without a protocol behind it is filler. Here is the protocol we provide you – temperatures, durations, acceptance criteria and rationale—within your product development file.

What ships with the goods

Every batch ships with a Certificate of Analysis and safety data sheet documentation, together with export documentation, technical files for products and information about ingredients. The work of preservation is similar to a challenge protocol for water-containing formats; for anhydrous sticks and balms we hold a documented zero risk solution under ISO 29621:2017, i.e. a documented well-founded waiver it rather than a test we skipped.

The United States, stated plainly

A sunscreen sold in the United States is an over-the-counter drug — an OTC drug, not a cosmetic — and zinc oxide and titanium dioxide are drug active ingredients on the regulator’s own list. Registering an establishment and registering a drug are not product approvals the agency has on occasion been accused by patient organizations of oversimplifying what happens make no representations or warranties that the products are authorized or that it has validated the information it has provided, and that it doesn’t provide certificates for any registration on the cosmeticfacilityand listing of the product.

We hold no United States drug credential and claim none. What we do is set out what the route requires before you spend on it: three separate submissions, an establishment registration renewed within a fixed yearly period, maintain a biannual listing, and an in country drug code can be reserved up to two years in advance. If you are programme United States retail from launch, read the last section on this page first.

The European Union, and a common misreading

A manufacturer established inside the Union is the responsible person by default. We are not has been devised within the Union, so that a default does not impact us: in the case of imported good it is the importer that is the individual who committed it, and a mark placing goods on the market under an own name or brand taking the latter. The importer or yourself will remain responsible for this task, and it cannot be passed on to any Chinese manufacturer, whatever a supplier tells you.

What we carry is the evidence underneath it: formulation records, specifications, batch documentation Provide the test reports to the Product Information File your responsible person must keep.

Australia, where the line is drawn by claim rather than chemistry

Australian classification turns on how a product is represented, not on which filters it contains. A therapeutic product represented as mainly serving to shield skin from ultraviolet light Another required element to it is that it must be manufactured in a facility that has already been licensed by the TGA. It doesn’t become one we don’t provide that.

Excluded secondary sunscreens are a different matter: tinted bases and foundations at SPF 4 or more, lip products at SPF 4 or more, and moisturising skincare between SPF 4 and 15 within pack size, water resistance and claims conditions. That is a real Australian business and one we can serve. Excluded is not untested – those products still meet the testing and labelling requirements of the Australian sunscreen standard.

Market choice is the first row of The Quotable Brief for this reason. It is the one decision that can invalidate every other answer.

From Brief to Shipment

Five steps, with the two that actually strand brands handled explicitly rather than left to the contract nobody reads.

01

Brief and quotation

— you send The Quotable Brief, we return a quote within two working days with the assumptions written down. On request, a non-disclosure agreement is signed first.

02

Formula and texture

— 3–7 working days, shipped for evaluation before any production commitment, with the whiteness and sensory basis recorded so the approved sample is a reference rather than a memory.

03

Pack, claims, testing

— packaging compatibility testing, stability work and the in-vivo package run in parallel where the calendar allows. Component lead times are quoted as the supplier’s, not disguised as ours.

04

Pilot and approval

— a pilot batch before the full run, evaluated on appearance, odour, pH, viscosity, fill weight, performance, microbiological quality, packaging compatibility and stability.

05

Production, release

— 10–15 working days after formula approval and packaging confirmation, released against the specification with the batch Certificate of Analysis issued before shipment.

NEXO Beauty Labs mineral sunscreen manufacturing ownership and change control

Ownership, change control and your right to leave

What ends a relationship with a sunscreen contract manufacturer is rarely price. It is a brand discovering it cannot reproduce its own product anywhere else, because the documentation needed to move sits with the factory.

Published guidance to brand owners lists the triggers plainly: a pricing dispute, an ownership change, a minimum-order increase, a quality problem or a damaged relationship.

So we write these three into the agreement rather than leaving them to be discovered:

Ownership is stated

A platform base stays ours; a formula developed to your brief is assigned as the agreement says. Paying a development fee does not by itself transfer ownership of a formula, and any manufacturer implying otherwise is describing a courtesy rather than a right.

No substitution

A change of emulsifier, preservative, fragrance, filter grade or packaging component alters stability and performance, so it goes through change control with your signature on it.

Exit is documented

Where you own the formula, you leave with the master specification, the batch records and the test reports, in a form another manufacturer can work from.

When a Mineral System Is the Wrong Choice

Four situations where we are not the right answer. Each one is a real constraint with a real alternative, and reading them now costs you less than discovering them after a sampling cycle.

United States retail from day one

A sunscreen for the United States market is an OTC drug, and a cosmetic quality system is not a drug quality system. No amount of high-performance formulation work substitutes for a credential we do not hold, and we hold cosmetic certification only.

Alternative

run the United States line through a manufacturer registered as a drug establishment, and use us for markets where the product is regulated as a cosmetic. Several brands run exactly this split.

A primary sunscreen for Australia

An Australian primary sunscreen must be made in a facility approved by the Therapeutic Goods Administration. We are not one.

Alternative

the excluded segment — tinted bases, lip products, and moisturising skincare within the sun protection factor 4 to 15 conditions – is open to us and is a real Australian business.

An in-vitro sun protection factor route on a stick

International in-vitro sun protection factor methods are written for emulsions and alcoholic single-phase products and exclude powders and sticks by their own scope. So a private label sunscreen stick needs the human-panel route, with the cost and calendar that implies.

For the wider service scope, explore Sunscreen Manufacturing.

Alternative

budget for in-vivo determination on stick formats from the outset, or lead the range with an emulsion where the in-vitro route is available.

A few hundred units of a fully custom pack

If the pack needs its own mould, colour or decoration, the component supplier’s minimum governs and it is measured in thousands per SKU. No filling capability changes that.

Alternative

launch on stock components with per-SKU decoration, prove the formula sells, and commit to custom tooling on the second run. That is what the trial order route is for.

NEXO Beauty Labs mineral sunscreen performance context and cream texture

One more thing,

Performance Context

because it cuts against our own category. Choosing mineral filters is not by itself a performance decision. Commissioned laboratory testing of 51 United States market sunscreens, published in a peer-reviewed dermatology journal, found in-vitro measured protection averaging 59% of the labelled figure, with zinc-oxide-only products falling short by about the same margin as purely organic ones while titanium-dioxide-based products on average matched their label. Two of the 51 could not be tested at all, one because it had separated.

Read that as an argument for the work rather than against the filter. What separates a mineral sunscreen that performs from one that does not is dispersion quality, film formation and batch discipline — the part you are actually buying

Frequently Asked Questions

What is your minimum order quantity for mineral sunscreen?

10,000 units per SKU as the standard starting quantity, with flexible evaluation for new product launches and market-testing projects. Trial orders and small-batch runs are available ahead of a full production run. Component minimums set that figure, not our filling line, so a stock pack changes the arithmetic.

Can you make a sunscreen I can sell in the United States?

Not as a drug-compliant United States programme. Sunscreen is regulated there as an OTC drug and we have cosmetic Certification, not a United States Drug Establishment Registration. We produce on markets where the product is a cosmetic, and we set out what the United States route requires. We will not imply more than that.

Are you FDA registered or FDA approved?

No. It is worth knowing what “FDA-registered” is worth when you see it on a sunscreen manufacturer page and agency also declares that cosmetic facility Registration & Product registration is not a product endorsement programme either as a promotional instrument or as a means of awarding certificates for either. It also does not conduct anyverification or only issue approvals once they have scrutinised the labelling themselves. The supplier that advertises “FDA certificate” displaying something the agency does not issue.

How fast can you actually produce?

10–15 working days after formula approval and packaging confirmation. That start point is no in terms of technicality, component delivery, artwork design sign off and in vitro testing outside the 4-window period The quoted separately. Nothing ships before the batch Certificate of Analysis is issued, so speed never comes from releasing ahead of testing.

Who owns the formula?

Whatever the agreement says, decided before development begins. A platform base stays ours; a formula as per your requirements developed for formula you left with, the Specification Master; batch records and reports of tests . Payment of a development fee does not in itself effect, or include thetransfer, a ownership interest of such a formula anywhere in this trade.

Will a mineral formula leave a white cast?

At high filter loads, untinted, on deeper skin tones, some residual cast is physics. Below that it 124 We control film-formation and dispersion as a dispersion and film formation problem; and the entire process batch 125 retained approved sample. The panel work had found 20-30% zinc oxide loadings for casting which was found unacceptable. which is why finish and SPF are decided together.

Should I choose mineral or chemical filters?

We make mineral and chemical sunscreens, so the answer is not a sales position. Chemical sunscreens go to an lighter result at that specific Spf, and offer a wider range of filter options – if you want a lighter, short result more defensible ingredient story and fewer market-by-market filter problems. Commissioned laboratory The tests also show that products with only zinc oxide are also missing the labelled figure. and chemically they were sunscreen products; therefore the choice must be strategic and political and not performance shortcut.

Can you supply non-nano zinc oxide?

Yes, with the trade stated openly. A coarser grade needs a higher use level to reach the same sun whitening, protection factor, and published literature shows whitening and protection loss occurring while particles remain below the 100nanometre regulatory threshold. A non nano claim will not appear on artwork because behind it is no measurement at all: because this appeal calls for the measurement of somebody else’s laboratory! product.

What sun protection factor can you reach?

SPF 15 to 50+ depending on filter system and format, with the ceiling set by sensory limits rather chemistry. All of the listed figures are obtained from in vivo testing on the said formula from accredited third-party laboratories. Dose-to-protection is formulation dependent, so a figure cannot be carried across from one formula to another.

How do I get a water-resistant claim?

Through a separate immersion protocol, and only as 40 minutes or 80 minutes where the destination market follows that convention. With respect to the international in-vitro SPF method, the scope reads as follows; • only ever measure against a particular level, not waterproof. A brand has always had to cover the cost (as if I ever would) when you buy SPF. report.

What does the sample process cost me in time?

Formula and texture samples in 3–7 working days after the brief is accepted, plus 5–7 working days for international delivery.. Samples are processed and dispatched for testing prior to any so you’re evaluating a tangible item rather than a paper spec sheet. It’s a production build.

What are your payment and shipping terms?

Deposit by bank transfer against the signed proforma invoice, with the balance due before shipment once the batch Certificate of Analysis has been issued. We quote EXW and FOB as standard, with CIF and DDP on request.

What documentation ships with an order?

Every batch carries a Certificate of Analysis and safety data sheet documentation, together with export documentation, technical product files and ingredient information. For a European programme or else whatever material is placed into the product info file by the authorized agent that would be responsible to hold.

Which certifications does the site actually hold?

Intertek certificate SZ2503C3, audit scheme ISO 22716, and Intertek certificate SZ2503C4, audit In accordance with figure GMPC into cosmetic Good Manufacturing Practice Guidelines 2022. Both issues 2025-08-14, valid till 12.03.28, registered under Guangzhou Opseve cosmetics Co. Ltd and able to be checked in Intertek public [1144]register.
