Programme scope and lead-time planner

Both lead times here are measured from a decision rather than from an enquiry, so this planner asks for the shape of the programme and returns the trigger points along with it. It also tells you plainly when a programme sits below the order floor, because that is a better answer than a quotation nobody can honour.
